Would it be safe to say Obama whipped the Baggers?

No one claimed victory, not legitimately. The budget matter hasn't been resolved just delayed again. Today, was only a reprieve for whats to come. i.e. Medicare/Medicaid. This budget matter goes back into battle next week and they haven't even tackled next year's budget yet. They are still on last years! The main concern of non-pay and work stoppage for government employees has had a reprieve too. BTW: Planned Parenthood Fed funds for abortions in DC ONLY has been cut. One of the Democrat's compromises. Just as another issue, the Private school vouchers remain intact there. As for "whipping" by the President, perhaps you could look at it that way since he kept on both of the House leaders to prevent a government shutdown and they managed it. However short term it may be.
